AFFECTED LAND:
The affected land is legally described as SW Sec 13, Twp 17, Rge 25, W2, Plan No. K3579, Extension 1. The portion of that road right-of-way plan that council proposes to permanently close is described as:

"All that portion of the SW quarter of Section 13, Township 17, Range 25, West of the Second Meridian shown as roadway on Plan K3579 that crosses the Moose Jaw River and is described as lying between two points located 50 metres from each side of the existing bridge abutments located thereon."

A map is attached to this notice showing the approximate area of the proposed road closure.

REASON FOR PROPOSED CLOSURE:
The bridge crossing the Moose Jaw River on road right-of-way Plan No. K3579 in SW 13-17-25 W2 has been inspected by Stantec Consulting Ltd., which firm was contracted via the Saskatchewan Association of Rural Municipalities to perform the inspection. Stantec Engineering's report has indicated that the bridge is currently unfit for traffic and would require extensive repairs or replacement entirely. Net costs to the municipality for the repair or replacement are estimated to be between $600,000 and $1,000,000. The road leading to and from the bridge on either side is an unimproved road intended for summer use (dry days) only, and likely receives on average less than 10 vehicles per day during the days of the year that it is open to traffic.

PUBLIC INSPECTION:
Any person may inspect the bylaw at the Municipal Office, 170 Fairford Street West, Moose Jaw, Saskatchewan between 8:30 a.m. and 4:30 p.m., excluding the noon hour (12:00 p.m. to 1:00 p.m.), excluding statutory holidays.

PUBLIC HEARING:
Council will hold a public meeting on Tuesday, February 8, 2011, at 1:00 p.m. at the Municipal Office, 170 Fairford Street West, Moose Jaw, SK to hear any person or group that wants to comment on the proposed bylaw. Council will also consider written comments received at the hearing or delivered to the undersigned at the Municipal Office at any time prior to the hearing.
